North Central Texas Regional Certification Agency (NCTRCA) recently hosted its State of the Agency Luncheon on Friday, July 11, 2025, at Live! by Loews in Arlington, Texas, bringing together certified firms, corporate partners, community leaders, and agency advocates to honor 34 years of impact, access, and economic empowerment.
The luncheon reaffirmed NCTRCA’s commitment to advancing the success of small businesses through certification, strategic connection, and access to opportunity. NCTRCA Executive Director, Angela Alexander, reflected on the organization’s legacy and shared, “When the vision is clear, decisions are easy. It’s about recommitment. Together we can continue to build pathways. We are going to strengthen partnerships and work to ensure that every qualified firm has a seat at the table.”
The 2025 State of the Agency Luncheon featured special guest speakers, including Dallas City Manager, Kimberly Bizor Tolbert,who offered powerful reflections on leadership, accountability, and the importance of intentional partnerships in economic development. “We understand that collectively we can shape an economic landscape that is truly beneficial for every single business who calls our cities home,” said Tolbert. “Your vision, your advocacy, and your ongoing commitment will continue to help level the playing field for generations of entrepreneurs who are looking at you right now and who will follow in your footsteps. Thank you for ensuring that opportunity is not a privilege for the few, but a promise we can deliver on for all.”
Other special guests included Martin Burrell with The Burrell Group and Rashad Raynor, known as “The Voice of DFW,” who served as Master of Ceremonies.
NCTRCA also honored several business and community leaders who embody vision, legacy, and impact. The 2025 honorees included Lucious Williams, Founder & Chairman of Dikita Enterprises – Living Legend Award; Jeff Postell, President & CEO of Post L Group – NCTRCA Executive Director’s Visionary Leadership Award; Robert Nance, President & CEO of Alliance Geotechnical Group – NCTRCA Executive Director’s Business Legacy Award; Jesse L. Crawford, Dallas County Director of the SBE Program and NCTRCA Chairman of the Board – NCTRCA Chairman’s Award; and Isaac Barnes, President of The Confidence Group – NCTRCA Rising Star Award. Dallas City Manager Kimberly Bizor Tolbert presented Mr. Lucious Williams with his award.
These leaders represent the bold spirit of enterprise and the enduring power of strategic collaboration across the North Texas business community. Lucious Williams, founder of Dikita Enterprises, reflected, “In 1979, when I started this business, my table was an electrical spool. And I used that table to plan out Dikita Enterprises, Incorporated.” As he continued, Mr. Williams shared, “We have been able to accomplish our goal, to make sure that others follow along. It has been a pleasure knowing all of the people I have met along the way.”
The State of the Agency Luncheon also included a powerhouse panel before a sold-out room of more than 250 people. Moderated by Cleo Greene, co-host of NBC Texas Today, the panel was comprised of leaders of successful NCTRCA certified companies including Eve Williams, president & CEO of Dikita; Jeff Postell, president & CEO of Post L Group; and Kayla Tucker Adams, CEO of KTA Media Group. The panelists shared their insights and personal reflections on business and strategy, advice for new and aspiring business owners, and the value and benefits of certifications, from access to resilience and long-term regional impact. Their insights inspired the audience to think beyond the contract and into community-building, innovation, and legacy.
